This is a stop motion film, likely made in the 80s but possibly earlier.
There is a kid called Piotr who leaves his family and goes off to the palace to give a message/gift etc to the princess.
It’s set in Russia but is either dubbed in English or just made in English, can’t recall.
The kid, piotr meets a few random along the way. The woodsmanand his wife, a guy who runs super fast so he has to tie one of his legs up to stop him (and sounds like an English army General from back in the day).
They meet other people and I think end up on a boat at some point, but that’s all I can remember.
