A made for tv movie with boy and girl twins. One is held in a basement…i remember a jar with a baby specinen in a scene, i belueve. In the end, the captive twin is found by a female cop/detective with a male partner. I think it might have been a lifetime movie.
This has driven me nuts for 20 years….i think it was from the 1990’s.
