Farce – Jack Lemmon Possibly

My father is trying to recall a movie that he thinks starred Jack Lemmon (he may have the wrong actor). The main plot is that two men think that they have been captured by the Russians and are locked up in a submarine. They are actually locked up in the basement of an apartment. They try to sink the submarine by flooding it out by opening up pipes and valves.

Any ideas?????
