Psychological thriller movie title i forgot

The movie starts with a group of drugged people waking up handcuffed to a large table and then hear a voice telling them they have to choose who dies first. The table is in a big open room kind of like a warehouse. The person that tells them to choose uses a speaker system and is not present in the room. Plot twist at the end the police or fbi come in and arrested the survivor for their crimes, also none of the dead people died. It was a sick plan to get the criminal.
