Very Old Black Film probably produced sometime through the seventies through the nineties

Hello All,

I have searched the internets for over an hour and now I’m here. I cannot for the life of me find the title of this movie. I only saw one scene from the movie but it hit home. I’ll describe (very vaguely) what I can remember from the bits and pieces below:

It’s a very old movie most like produced in the 70s, 80s, or even 90s. I am pretty sure it was a older Black film. I remember very distinctively during a scene in the movie it had a Black man approach a bunch of young black kids and teenagers in a group setting. It was inside a room and one of the guys said: “What it is… What it is!” shortly thereafter, the man who approached the young group began providing intellect about the world and society to the young group. Meanwhile, during his speech, he kept getting cut off by what it seemed to be a bunch of agitated and impatient youngin’s. One of the girls even asked him: “Why yo feet so big?” and another said: “Are those clown shoes?” I do remember the man had a weird getup also, but I can’t recall if the shoes he was wearing were actually clown shoes at all.
