western cartoon movie from childhood, need help finding.

I’m looking for a movie cartoon from my childhood, it’s a western oldish animation, most likely from 2000s or 90s, remember a kid yelling “exta extra read all about it” and the main character comes in on a horse, im from new zealand so movies from there are different from other countries. kinda nothing to go off but if you can find it, thank you.
