Looking for help to find title: boy with smiley shirt

Hello,

Looking for the title of a film (or TV series) with a young boy who has a T-shirt with I think a big smiley face on it.
And when something happens I think the design lights up or gets another colour, and I guess it’s then that the boy gets special powers or something.

I know, not much to go on, but something happening to the design on his shirt is what I vividly remember.
